After a successful conference in October 2003, organised by Midlothian Council's Regeneration and Social Work departments, an agreement was reached to develop a formalised network of local agencies (statutory, local government, voluntary sectory and private) who were involved in providing training, development and employment services to local disadvantaged people.

The MEAN network is split into two groupings: the Strategy Group, which is made up of service managers and provides the strategic direction for the network; and the Operations Group, which is made up of practitioners and provides practical input to the network's day to day practice.  The Chair MEAN Strategy Group is currently held by Julie Skelton of JobCentre Plus.
 
Midlothian Council's Regeneration Section (part of the Education and Communities Division) currently provides co-ordination and development support to the network.
